Project Labor Agreement at Cerritos College

Cerritos Community College District ("District") established a partnership with the local construction labor community by entering into a Project Labor Agreement (PLA) with the Los Angeles/Orange Counties Building and Construction Trades Council, affiliated with the Building and Construction Trades Department, AFL/CIO, and the signatory craft councils and unions.  The agreement was approved by the District's Board of Trustees on December 9, 2015.

The PLA provides the District with the opportunity to establish a partnership with the local construction labor community for three specific projects (see listing below).  The PLA objectives and benefits include:

  • project cost containment
  • efficient and economical completion of project to secure optimum productivity
  • a boost to the economy by generating local construction jobs and related jobs
  • partnering with responsible companies and contractors
  • providing for the peaceful settlement of labor disputes and grievance without work interruptions for the timely and economical completion of projects covered under this agreement

 

The PLA establishes goals for the District's Apprenticeship program and local residents' employment on the project of 40% overall, which includes a goal of 10% utilization for graduates of the District's Apprenticeship/currently enrolled Apprentices, and 30% qualified district residents (if this cannot be filled, then expansion to qualified regional residents).

Upon execution of an agreement with the District for the below-listed projects, the PLA Agreement will require all contractors and subcontractors to comply with the applicable laws and regulations requiring the payment of prevailing wages.  All contractors under contract for the below-listed projects are bound to the PLA requirements, regardless of whether they are union or non-union companies.
