Strong Workforce Updates for 2017-2018

Update 1 – August 23, 2017 - Strong Workforce Stars

The chancellor's office created "Strong Workforce Stars" to reward CTE programs that:

  • Provide an increase in earnings for our students
  • Provide the attainment of living wages for our students
  • Provide the curriculum tied to industry that ensure employment in the field of study

You can search the database to find out which programs are the best at the state level.

While Cerritos College did not get any official "Star", the top performing programs in terms of attaining a living wage were Dental Hygiene, Physical Therapy, Real Estate, Nursing, Industrial Technology, Welding, Business Management, Machine Tool, Paralegal, and Educational Technology in that order. In terms of median change in earnings, the best programs were Dental Hygiene (again...), Human Services, Dental Assisting, Medical Assisting, Architecture, Physical Therapy, Administration of Justice, Culinary Arts, Industrial Technology, and Automotive Technology also in that order.

On a separate note, about a third of CTE programs on campus have completed their year 1 Strong Workforce projects. Another third is in progress and getting close to finishing. A last third needs to work hard to finish them. We are able to extend the finishing deadline for reporting to October 1 per the Chancellor's office instructions.

We will let you know when year 2 projects can start as soon as we have the selection criteria from the Chancellor's office.

Update 2 – October 4, 2017

Strong Workforce - Local projects:
7 out of 28 Year 1 projects are completely finished. You are encouraged to contact Kathy Hogue to close your project if you have not done so. We should get the data tables for year 2 on the 19th of October.

New report from LAEDC:

The Center for a Competitive Workforce released its new report, L.A. & Orange County Community Colleges: Powering Economic Opportunity. This ground-breaking report focuses on the region’s community college supply of talent in order to better align skilled graduates with projected hiring by local employers.

The report includes an analysis of 20 middle-skill occupations for which community colleges offer degree and/or certificate programs. The occupations are drawn from six regionally-concentrated industries in which the L.A. Basin has a competitive advantage over other economic regions. Potential shortages were and identified by performing a gap analysis that compared the occupational forecast with the number of community college graduates from programs associated with training required for these occupations.

Course in Effective Teaching Practices:

The California Community College Chancellor’s Office, Strong Workforce Division, is pleased to announce a collaborative multi-regional pilot project with the Association of College and University Educators (ACUE). The pilot project will provide 30 Career Education (CTE) faculty the opportunity to complete ACUE’s Course in Effective Teaching Practices. This course “prepares college educators to implement all of the essential practices shown to improve student outcomes. The Course includes 25 one-hour online modules across five comprehensive units of study. Consisting of over 180 instructional videos, the Course showcases exemplary teaching on campuses nationwide and features interviews with leading experts in college instruction.
This facilitated, online Course is offered to cohorts of faculty at participating institutions. Educators who satisfy Course requirements earn a Certificate in Effective College Instruction endorsed by the American Council on Education (ACE).”

Update 3 - January 29, 2018 - 2017/2018 Regional Projects

Regional Strong Workforce Projects - LA county

CTE faculty,

The Los Angeles County regional projects were approved by the CEO committee. The projects Cerritos College is participating are as follows:

  • CIS in projects "LA Cloud Computing consortium" and "Regional Netlab Cybersecurity" under the leadership of Connie Boardman and Kenny Lou
  • EPP in projects "Career Pathways Specialists" and "Teacher Prep-STEM regional collaborative" under the leadership of Colleen McKinley
  • Adult Ed in project "Non-credit college and career readiness" under the leadership of Graciela Vasquez
  • CTE office in project "Center for a competitive workforce" under the leadership of Nick Real
    Academic Affairs will participate in the "Marketing" regional project

Update 4 - January 29, 2018 - 2017/2018 Local Projects

CTE faculty,

The CTE office will send you the "Strong Workforce - Local Funding" application this week. The application is short and does not require elaborate writing. Please ensure that whatever you are requesting on the application is also on your unit plan.

The CTE office will then review your application for technical compliance and the academic affair's office will check it for appropriateness. We will communicate details on the application and the deadlines shortly.

What are Strong Workforce Stars?

California Community Colleges Strong Workforce Stars, launched in 2017, is an annual recognition and celebration for career education programs, also known as career technical education, whose students show significant gains in factors important for advancing social mobility – a substantial increase in earnings, attainment of a living wage and a job closely matched with the field of study. College programs may receive recognition at one of three levels: Bronze Stars, Silver Stars, and Gold Stars, depending on how many of three outcomes thresholds they meet.

  1. An increase of earnings by 50% or more, based on the state wage file, for students who were last enrolled in 2015-2016
  2. Attainment of the regional living wage by 70% or more, based on a match to the state wage file, for students who were last enrolled in 2015-2016
  3. 90% or more employed in a job similar to their field of study, according to the CTEO survey, for students last enrolled in 2014-2015

Cerritos College did well by earning 6 Bronze stars and 18 Silver stars! Here are the programs who were awarded:

SILVER STARS (attained threshold outcomes on two metrics)

  • Engineering Technology: 146% increase in earnings and 89% of students attained the regional living wage
  • New Product Development- Automotive Aftermarket Product Development: 133% increase in earnings and 80% or students attained the regional living wage
  • Machine Tool Technology: Machinist: 58% increase in earnings and 79% of students attained the regional living wage
  • Physical Therapist Assistant: 83% increase in earnings and 100% of students are employed in a job similar to their field of study
  • Dental Assisting: 248% increase in earnings and 100% of students are employed in a job similar to their field of study
  • Infant/Toddler Teacher: 53% increase in earnings and 100% of students are employed in a job similar to their field of study

BRONZE STARS (attained threshold outcomes on one metric)

  • Welding Technology: 91% of students are employed in a job similar to their field of study
  • Automotive Technology: 132% increase in earnings
  • Automotive Collision Repair: 58% increase in earnings
  • Accounting: 53% increase in earnings
  • Business Management: 73% of students attained the regional living wage
  • Cosmetology and Barbering: 141% increase in earnings
  • Children with Special Needs: 100% of students are employed in a job similar to their field of study
  • Architecture and Architectural Technology: 58% increase in earnings
  • Drafting Technology: 88% increase in earnings
  • International Business and Trade: 80% increase in earnings
  • Speech-Language Pathology and Audiology: 79% increase in earnings
  • Office Technology – Office Computer Applications: 83% increase in earnings
  • Computer Programming: 68% increase in earnings
  • Computer Networking: 52% increase in earnings
  • Administration of Justice: 80% increase in earnings
  • Retail Store Operations and Management: 90% of students attained the regional living wage
  • Culinary Arts: 63% increase in earnings
  • Human Services:  99% increase in earnings

Update 7 - April 9, 2018 - Cerritos College Gold Stars

Congratulations to Dental Hygiene and Registered Nursing! They won a gold star!

Cerritos College is one of 30 community colleges receiving the Gold Star Award for their positive impact on students’ employment and earnings outcomes in programs aligned with the Doing What Matters sectors. Drawing on the most recent LaunchBoard data (2015-2016), these award winners demonstrated significantly higher outcomes than other career education programs in the state, looking across three key employment and earnings indicators:

  • At least 70% of students attained regional living wage
  • Students experienced an increase in income of 50% or more, and/or
  • At least 90% of students secured employment in their field of study
     

    The results in the Health sector for Dental Hygiene at Cerritos College are as follows:

  • Percent of students attaining regional living wage: 100%
  • Percent of students experiencing an increase in income: 166%
  • Percent of students securing employment in their field of study: 73%
     

    The results in the Health sector for Registered Nursing at Cerritos College are as follows:

  • Percent of students attaining regional living wage: 80%
  • Percent of students experiencing an increase in income: 168%
  • Percent of students securing employment in their field of study: 76%

Update 8 - April 10, 2018 - New CTE faculty website from the Chancellor's office

The California Community Colleges Chancellor’s Office Division of Workforce and Economic Development has launched a new web site specifically designed for CTE faculty. This new website provides CTE faculty with a “one stop shop” of information related to the work of CTE faculty and other stakeholders in the system. The site is intended to augment the good communication work already being done by many advocacy groups in the system. Much of the content for the site will come from local, regional, state, and national CTE bodies. In addition to these channels, the Chancellor's office is asking CTE faculty to provide information for the web site as well. The Chancellor's office envision the site becoming a consistent resource for CTE faculty and other CTE stakeholders to stay informed on issues influencing their work.

Update 10 - April 19, 2018 - Regional Program Recommendation

Dear CTE faculty,

I wanted to remind you that the regional program recommendation has changed this year. In our last TOP committee meeting, Dr. Andrew Maz presented the process and showed you how to access the databases that are in place to:

1. Request labor market information at the COE

2. Submit an application

Please note that there was a bit of an uproar at today's regional meeting as East LA college submitted dozens of applications via the new system. The group voted to postpone the vote for a month to give faculty a chance to see what East LA college is doing.

This is a reminder that you, as a CTE faculty, have the ability to browse any college's program and need to keep up to date with what the other colleges are doing. I personally cannot keep track of roughly 40 to 60 application by other colleges on a monthly basis. I will always vote to approve other colleges programs unless you have a concern and express it to me ahead of the monthly meeting.

LaunchBoard is a statewide data system that provides data on the effectiveness of career and technical education (CTE) programs, as well as providing information on progress, employment, and earnings outcomes for both CTE and non-CTE pathways. 
 
We have begun rolling out new features of the LaunchBoard and will hold a webinar on Thursday, May 10 from 12-1 to orient you to the changes:
