Meet the Team
Hello, my name is Norma Rodriguez, and I am the Director of Student Program Services. I have been overseeing the CalWORKs Program for over 13 years and the the International Student Services for over 8 years. I am a Cerritos College alumna and I have a Master’s Degree in Clinical Psychology from California State University Dominguez Hills with an emphasis on Marriage and Family Therapy. I am in the process of completing my Ph.D. in Clinical Psychology.
I feel humbled and honored to have the opportunity to lead two very distinct and diverse specialized programs that serve students. I value the opportunity to create a vision for student success with our program goals centered on the well-being of our students, staff and in line with the colleges Master Education Plan.
While, it is understandable that both sets of student groups have their own set of challenges and barriers. Our department goals are set-up to help our students be successful in their educational journeys. I relish every opportunity to meet our students and to get to know them and I am truly amazed to hear their stories and how they came to Cerritos College. The icing on the cake is to witness our student's educational growth and to see them walk across the stage to receive their degrees. David Tilahun serves as the International Admission Specialist at the Office of International Student Services since the winter of 2005. He has received a Bachelor's Degree in Political Science from Mt. Union College, and a Master's Degree in Higher Educational Administration with a concentration in Student Personnel from Kent State University.
He also serves as the Designated School Official (DSO), assisting prospective international students with the admission process, and assisting new and continuing students in maintaining their immigration status to comply in their F-1 status as required by the Department of Homeland Security (DHS). Additionally, he coordinates outreach to nearby Intensive English Schools to recruit students, plans and implements programming to internationalize Cerritos College campus.
Prior to coming to Cerritos College, David has experience in Residence Life and supervising Resident Directors and Resident Assistants at Emory University. He has traveled in Europe, Asia, North America, and lived in Ethiopia.
As an active member, he has served in leadership positions with NAFSA: Association of International Educators and has presented a wide range of presentations and workshops at the regional and national conference on topics that impact international education. He is an active member of the "Culturally Responsible Teaching and Learning (CRTL)," organized by the Center for Teaching Excellence at Cerritos College.
His passion to serve in the field of international education and to advocate on behalf of students stems from his own firsthand international experience, meeting challenges of cultural adjustments as an international student and then immigrating to the United States. My name is Regina Ybanez. I began working for Cerritos College in 1994 and held a variety of positions. In 2000, I began working for the CalWORKs Program as a Job Placement Technician.
In 2001, I was hired full time for that position. My main responsibility was to help students find employment on and off campus. I held that position until 2011 when I began working with the Office of International Student Services as an Admissions Technician.
As an Admissions Technician, I schedule student appointments, collect and review International admission applications, maintain office budgets, create forms and flyers, maintain office calendar, and reply to student inquires.
It gives me great satisfaction to see students grow academically and personally. I am proud of them for reaching their goals.

My name is Dora Macias. I have a Bachelor’s Degree in Chicano Studies from California State University-Fullerton and a Master’s Degree in Educational Counseling from California State University-Dominguez Hills.
I began working for Cerritos College as a Student Hourly and then as a Classified Employee while I was taking classes towards my Associate’s Degree. After completing my Bachelor’s degree and then my Master’s, I was hired as a part-time Counselor with CalWORKs and then later became a full time CalWORKs Counselor. I left CalWORKs to become a full time Counselor for the Office of International Student Services. I retired in 2011 but returned in 2013 to continue working part-time with my international students.
I am inspired by my students on a daily basis. They take risks to attend college and I consider it my privilege and responsibility to provide the best information possible so they can make life changing decisions to better their lives. I am passionate about working with students because I know that Counselors have the power to make or break their dreams when counseling and advising them. I work every day to help them discover and realize that through education they have the opportunity to change their lives.

My name is Joanna Alvarado. I received my Bachelor’s Degree in Psychology from California State University-Los Angeles in 2012 and I received my Master’s Degree in School Counseling from Loyola Marymount University in 2015.
Cerritos College has been like a home to me since I first became a student in 2007. Since then, I have worked in several departments on campus as a student worker, my experience led me to a position in the CalWORKs Program as a Special Populations Coordinator in 2014, and two years after I became a CalWORKs Counselor. As a CalWORKs Counselor, I became passionate about student involvement, scholarships, and student support services.
Now, I have the opportunity to also work as a Counselor with students in the Office of International Student Services (OISS). Cerritos College has various resources on campus that facilitate the college experience, I am thrilled to be able to share my knowledge and enthusiasm for higher education! I look forward to working with my students in accomplishing their educational goals!
