Flow Rates and Time Headways

The traditional measure of traffic conditions has been the traffic flow rate. This is mainly because the flow rate is the easiest traffic characteristic to measure. Flow rates are measured directly through observations at a point along the roadway under consideration, and by definition require measurement over time. If an observer at point A counts the number of vehicles N passing point A in time T, then the flow rate q is:
