Non-Instructional Program Review

Non-instructional program reviews are used to evaluate and improve the services and departments that support the overall operations of an institution outside of the classroom. These reviews focus on administrative level offices to ensure they are effectively meeting the needs of students, faculty, staff, and the community. Through this process, departments can reflect on their work, identify strengths and areas for improvement, and plan for future growth while staying aligned with the institution’s goals.

Program Review Purpose

The purpose of Non-Instructional Program Review is to evaluate and enhance the quality and effectiveness of services provided to the campus community through a meaningful, manageable, flexible, and collaborative self-study completed by non-instructional area members. The Non-Instructional Program Review is the process in which we answer: How well are we doing what we said we were going to do?

Primary Focus: Evaluating programs, departments, and divisions

            Emphasis: Planning for the future

Compliance: Student First Framework alignment and compliance with ACCJC Accreditation Standards

Process

Non-instructional departments and programs participate in a three-year Program Review and Planning cycle. During the first year, each department completes a comprehensive self-study and develops a three-year plan. In years two and three, departments provide annual updates on their progress and any changes to the plan. The Program Review process begins in the spring semester and typically concludes in the fall.

Diagram illustrating a three-year Program Review cycle using interconnected gears. The top gear is labeled “Year 1 Program Review,” followed clockwise by “Year 2 Annual Plan” and “Year 3 Annual Plan.” Arrows show the cycle continuing each year. Year 1 includes assessing previous goals, evaluating the next three-year cycle, and developing new goals. Year 2 and Year 3 focus on assessing goals from the prior year and making adjustments to the plan as needed. A central gear reads “3 Year Program Review Cycle.”

Program Review works best as a collaborative effort. Deans and Managers are encouraged to involve both full-time and part-time staff, whenever possible, in the review process.

To complete the process:

  • Department or program is notified of the upcoming review
  • Department or program attends a Program Review orientation
  • The Dean or Manager completes and submits the planning form
  • A Program Review Committee is formed
  • The self-study is completed and submitted
  • The Program Review Committee reviews the self-study, meets with the department or program, and provides feedback
  • The department reviews and incorporates feedback from the committee
  • A revised self-study is submitted
  • The department or program receives final approval notification

The steps move clockwise: Program Notified of Review, Orientation, Planning Form Submitted, Review Committee Formed, Self Study Submitted, Committee Feedback Submitted, Committee Feedback Integration, Self Study Finalized and Submitted, and Approval Form Submitted.
