European ITS Program: DRIVE
The second European program, DRIVE, was established in 1989 by the Commission of the European Communities (CEC), and focused on R & D activities involving the infrastructure component of ITS. DRIVE was launched in two phases:
DRIVE I (1989 to 1991), a $130 million initiative, laid the groundwork.
DRIVE II (1992 to 1994) was allotted $150 million and dealt primarily with the implementation
and testing of various prototype projects. This phase of the project involved seven
major operational areas:

- Traffic and Travel Information
- Integrated Urban Traffic Management
- Integrated Interurban Traffic Management
- Driver Assistance and Cooperative Driving
- Freight and Fleet Management
- Public Transport
- Demand Management
The striking similarity between the DRIVE II operational areas and the original program
category areas of the U.S. ITS program underscores the influence of the European ITS
program on
the U.S. program.
