Supporting Justice-Involved Learners in Career Technical Education
Career Technical Education (CTE) policies have increasingly focused on supporting marginalized learners, including justice-involved individuals. Although Perkins V does not officially categorize these learners as a special population, CTE programs can still benefit from strategies aimed at supporting them. Research shows that investing in prison education for example yields substantial returns by reducing recidivism, yet many formerly incarcerated individuals face significant barriers to completing postsecondary education.
