Supporting Migrant and Undocumented Learners in Career Technical Education

Career Technical Education (CTE) programs aim to support migrant and undocumented students, even though these groups are not formally recognized as special populations under Perkins V. Migrant learners are those who move frequently for agricultural or fishing work, while undocumented learners are foreign-born non-citizens without legal residency. Both groups face unique challenges such as family separation, economic insecurity, and language barriers.

Local support strategies include assisting learners with navigating bureaucratic hurdles related to identification and work authorization. Since migrant and undocumented learners often belong to multiple special populations, CTE leaders should connect them with necessary resources such as mental health services, financial aid, and English language support. These strategies help ensure that migrant and undocumented learners can access and succeed in CTE programs.
